A hook and loop cinch strap is made of three parts. On one end is a plastic square ring, in the middle a piece of soft loop tape and on the other end a piece of scratchy hook tape. Wrap round the object(s) to be secured, feed the hook end through the ring and fold back to secure. The folding back adds strength to the connection. The scratchy hook piece is fully covered by the soft loop and will not scratch or attract dirt and debris. The length is adjustable- pull through to the desired length. Two pieces can be joined together to make a longer piece. The quoted length is the length of the loop part and so is the maximum length of the strap when secured.
